Federal legislation ( H.R. 4247 ) passed with a vote of 262-153 to set guidelines sets guidelines that allow physical restraint or locked seclusion only when there is imminent danger of injury. Banned are restraint practices used in the past such as any type of mechanical restraint and mandates that parents are notified.
