I would have to say yes on a very large scale.

Punishing children for their disability and calling the law when the no one was actually hurt. This is intimidation. They want parents of special needs children to go away.

Services suddenly materialize when a lawsuit is filed. The onus is on the parent to keep the district accountable. No politician cares. There is no government agency to monitor the districts here in Texas (other than on TAKS results). The school can do whatever they want and if the parent knows the laws and knows their rights have been violated then they have to get a lawyer and go through a very costly due process.

It is easier and cheaper to go away which is why most parents of asperger kids either homeschool or have found a private school.
